Is Dora the Explorer Racist?

Is The character of the Sneaky Fox that steals and is always being told "Swiper No Swiping" in the Children's Cartoon Dora The Explorer stereotyping Hispanic People?  Seems odd to me!

Of course it is! All you need to do paint the fox black and give it rings on the tail. The voice says it all.
